Developments in the field of property diagnostics in 2025

EPC: the new obligations as of 1 July 2025
In recent years, numerous developments have directly impacted the work of property diagnosticians, focusing in particular on energy performance. Below we set out the latest news concerning the carrying out of property diagnostics since 1 July 2025.
With the “Climat et Resilience” law that came into force in 2021, the regulations are changing regarding the rental of energy-intensive properties. Since January 2025, properties rated G are now banned from being rented out in mainland France. Properties rated F will be next by 2028, and those categorised E in 2034.
Although a derogation was proposed for co-ownership properties at the end of January, it was only accepted in three cases:
- When a works plan has been voted on, and it must be carried out within the next 3 years,
- If the co-ownership opposes carrying out any work,
- If one or more tenants oppose carrying out the work,
For co-ownerships of 50 to 200 lots whose building permit predates 2013, the collective EPC has been mandatory since January 2025. This was already the case since January 2024 for large co-ownerships (more than 200 lots), and this obligation will extend to co-ownerships of fewer than 50 lots by 2026.
It should also be noted that the Energy Performance Certificate (EPC) has been subject to a new measure concerning its validity. Thus, since January 2025, in order to move towards greater transparency and to remove obsolete diagnostics, all EPCs carried out between 1 January 2018 and 30 June 2021 are declared expired. A new diagnostic will therefore be required, and it will have a validity of 10 years.
What about the other diagnostics? New rules to master in order to rent with peace of mind in 2025
Still within the framework of the 2021 “Climat et Resilience” law, the energy audit, mandatory since 2023 for properties rated F or G, now sees its obligation applied to properties rated G since January 2025.
As owners and/or landlords, you must be all the more vigilant in the face of the new energy and environmental requirements. Thus, with the new regulations in force in 2025, it is essential to pay attention to the mandatory diagnostics and thus avoid penalties!
Concerning the asbestos diagnostic, mandatory for properties built before 1997, it now faces strengthened requirements and more checks to verify that the asbestos has indeed been removed and/or encapsulated.
For older properties dating from before 1949, the lead diagnostic is mandatory. Since 2025, lead, radon and termites are being analysed more rigorously depending on the property’s location zone. It should also be taken into account that the latest assessments reveal that lead exposure is a real issue in Normandy. Carrying out renovation work is something to consider in our area of operation to avoid any risk of exposure!
The multi-year works plan (PPT), a document drawn up with the aim of anticipating and planning the work to be carried out within a building, seeks above all to keep the co-ownership in good condition and to ensure the safety of the occupants. Since January 2025, it has been mandatory for all co-ownerships more than 15 years old, even those made up of fewer than 50 lots.
Furthermore, at that same time, it became mandatory to set up works funds for all co-ownerships of more than 50 lots used for housing, offices or shops.

And for professionals? The new rules for diagnosticians in 2025
The property diagnosticians are also (very much) affected by the technical and regulatory adjustments.
In 2025, the field of property diagnostics requires its professionals to strengthen their continuing training requirements. Thus, the certification level is being raised (minimum Bac+2) and there is a strengthening of initial post-secondary training for diagnosticians.
Since 1 July 2025, each diagnostician must present a QR Code proving the validity of their certification and thus combat fraud. On 1 September of that same year, all EPC reports will have to include a QR code that will link to the property record on the ADEME website in order to improve transparency for the various parties. Unfortunately, this system is still struggling to be implemented and has been postponed to next quarter.
Recently, the idea was put forward of carrying out an update of the software to integrate the latest thresholds and automatic geolocation.
Finally, the certifying bodies will carry out more frequent audits (every 10 to 15 months).
In October 2025, diagnostics software should be able to transmit EPCs automatically to ADEME before displaying the energy/climate labels, in order to guarantee reliability.
Another interesting project for property diagnostics professionals: the creation of a professional body of diagnosticians to allow the profession to be better regulated.
More hypothetically, the property diagnostics sector is seeking to introduce AI-based software to support professionals, integrate the automation of report writing and improve accuracy… A new way of working with our clients and supporting them in the sale or rental of a property?
And after that? New standards and developments planned for the future
In 2026, and beyond, the property sector, and particularly for diagnosticians, will continue to change constantly with further new developments.
As was mentioned at the beginning of this article, collective EPCs become mandatory for all co-ownerships, even those with fewer than 50 lots, on 1 January 2026.
The RE2020 (Energy Regulation) will also extend from 1 January 2026 to new tertiary-sector buildings. Thus, hotels, restaurants, nurseries, universities, media libraries and libraries, care homes (EPHAD) or gyms and sports halls will be subject to this extension.
For spring 2026, the publication of an AFNOR standard on the EPC is planned. This will make it possible to harmonise the practices of property diagnosticians and to improve results.
Please note that it has also been mentioned that from 2026, the EPC will be required in order to benefit from MaPrimeRénov’, even for the simplest work!
Concerning the rental of properties, it will be banned for properties rated F in
2028 and rated E by 2034, as we specified at the beginning of this article. These developments aim to strengthen the energy transition in the property sector and to encourage owners and landlords to commit to an energy renovation approach.
