Collective EPC

Does your co-ownership need a collective EPC? We take care of it. Mandatory for all co-ownerships, the collective EPC assesses the overall energy performance of your building and is a prerequisite for the multi-year works plan.

What is a collective EPC?

The collective Energy Performance Certificate (EPC) is the overall energy assessment of a co-owned building. It assigns an energy label (A to G) and a climate label to the entire building, analysing energy consumption and greenhouse gas emissions.

Since the July 2021 EPC reform, the collective EPC uses the 3CL method (Conventional Consumption Calculation), which is more reliable than the former method based on bills. It has become legally binding, which strengthens its scope.

The collective EPC serves as the basis for drawing up the multi-year works plan and can be supplemented by an energy audit to go further in the renovation process.

Is the collective EPC mandatory?

Yes. The Climate and Resilience Act requires a collective EPC for every co-ownership whose building permit was filed before 1 January 2013, according to the following timeline:

  • Since Jan. 2024Co-ownerships of more than 200 lots
  • Since Jan. 2025Co-ownerships of 50 to 200 lots
  • From Jan. 2026Co-ownerships of fewer than 50 lots
Important: the number of lots includes all lots (housing, retail, cellars, parking). Co-ownerships with a collective EPC dated before 1 July 2021 must renew it, as the former method is no longer valid.

Good to know: the collective EPC can stand in for the individual EPC for co-owners during a sale or rental, saving them from having to redo an EPC at their own expense. It is a real financial advantage for co-owners.

What does it mean for co-owners?

  • The building's energy label

    The collective EPC determines your building's energy class (A to G). A building rated F or G is considered a thermal sieve.

  • Rental bans

    Dwellings rated G have been banned from rental since 2025, F will follow in 2028 and E in 2034. The collective EPC anticipates these deadlines.

  • Prerequisite for the works plan

    The collective EPC is a mandatory prerequisite for the draft multi-year works plan (PPPT), another regulatory obligation for co-ownerships.

  • Asset value

    Knowing the building's energy performance makes it possible to plan improvement works and enhance the value of lots at resale.

How does a collective EPC unfold?

  1. Vote at the general meeting

    The collective EPC is approved at the general meeting by simple majority (article 24). The building manager puts several providers in competition.

  2. Data collection

    Analysis of plans, energy bills (collective heating), building characteristics and works carried out.

  3. Technical inspection

    Inspection of common areas, the building envelope, heating and ventilation systems, and a visit to a representative sample of dwellings.

  4. Calculation and report

    Thermal modelling using the 3CL method, assignment of the energy and climate labels, improvement recommendations. The EPC is registered with the ADEME observatory.

Frequently asked questions

My co-ownership already has an old collective EPC, is it still valid?

Collective EPCs issued before 1 July 2021 are no longer valid (former calculation method). Those issued between 1 July 2021 and 31 December 2024 using the 3CL method are valid for 10 years.

Can the collective EPC replace the individual EPC for a sale?

Yes, under conditions. If the collective EPC is recent (3CL method, after July 2021) and the dwelling has not undergone significant works since, the co-owner may use it instead of the individual EPC for a sale or rental.

What happens if the co-ownership does not carry out the collective EPC?

The collective EPC is a mandatory prerequisite for the PPPT (draft multi-year works plan, itself mandatory). Without a collective EPC, the co-ownership cannot draw up its PPPT and is in regulatory default. The authorities may serve the building manager with formal notice.

How long does a collective EPC take?

Allow 3 to 6 weeks between the start of the assignment and delivery of the report, depending on the size of the co-ownership. The technical visit lasts from a few hours to 2 days depending on the number of lots.

Do you also need an energy audit after the collective EPC?
