Multi-year works plan (PPT)

Anticipate your co-ownership's works with a 10-year plan. Mandatory for all co-ownerships over 15 years old, the PPT is your roadmap to plan, budget and prioritise the necessary works.

What is the multi-year works plan (PPT)?

The multi-year works plan (PPT) is a mandatory document introduced by the Climate and Resilience Act of 22 August 2021. It lists all works needed to safeguard, maintain and improve the building over a 10-year period.

The PPT includes a cost estimate for the works, their order of priority and a provisional schedule. It must include an energy performance component based on a collective EPC or a DTG.

PPPT and PPT: what is the difference?

Be careful not to confuse the two stages:

The draft multi-year works plan (PPPT) is the technical study carried out by a professional (such as RITMODiag). It is an analysis and proposal document presented at the general meeting.

The multi-year works plan (PPT) is the plan adopted by the co-ownership after a vote at the general meeting. The meeting may adopt all or part of the PPPT recommendations.

Adopting the PPT is not automatic: the meeting may decide not to adopt certain works proposed in the PPPT. However, carrying out the PPPT is indeed mandatory.

Which co-ownerships are concerned?

The PPPT is mandatory for all co-ownerships whose building is more than 15 years old. The entry-into-force timeline depends on the size:

  • Since Jan. 2023Co-ownerships of more than 200 lots
  • Since Jan. 2024Co-ownerships of 51 to 200 lots
  • Since Jan. 2025Co-ownerships of 50 lots or fewer
Note: the number of lots means all lots combined (housing, retail, cellars, parking, etc.).

Temporary exemption with a favourable DTG

If a Global Technical Diagnosis (DTG) has been carried out and shows there are no works needed over the next 10 years, the co-ownership is temporarily exempt from the obligation to produce a PPPT. This exemption lasts for the validity period of the DTG.

What does the PPPT contain?

The draft multi-year works plan must include:

  • The list of works needed to safeguard the building, protect the health and safety of occupants, achieve energy savings and reduce greenhouse gas emissions
  • An estimate of the energy performance level the works will achieve
  • A rough cost estimate and their prioritisation
  • A provisional 10-year schedule
  • The planned financing arrangements (works fund, collective loans, subsidies)

How do the PPT and the collective EPC / DTG fit together?

  • Collective EPC + PPPT

    The most common combination: the collective EPC provides the baseline energy status, and the PPPT plans the improvement works. The collective EPC is a mandatory prerequisite for the PPPT.

  • DTG + PPPT

    The DTG is more comprehensive than the collective EPC and includes an analysis of the structural condition. It can replace the collective EPC within the PPPT framework.

How is the PPPT drawn up?

  1. Initial discussion with the manager and co-owner council

    We review the building's history, works already carried out and co-owners' concerns before starting the study.

  2. Document analysis

    Review of the co-ownership's documents: rules, meeting minutes, energy bills, works carried out, existing diagnostics.

  3. On-site technical diagnosis

    Inspection of the envelope, equipment, common areas and a sample of dwellings. The collective EPC is carried out if needed.

  4. Drawing up the works plan

    Identification of priority works, cost estimates, simulation of energy savings and 10-year planning.

  5. Delivery and presentation at the general meeting

    Presentation of the PPPT to the co-owner council and then at the general meeting. Support for the PPT vote and the setting up of the works fund.

What happens if the co-ownership does not carry out its PPPT?

If the PPPT is not carried out, the authorities may serve the building manager with formal notice to have it produced. Moreover, without a PPPT, the co-ownership cannot demonstrate the absence of necessary works and exposes itself to difficulties in the event of a claim or the sale of lots.

The PPPT is also a prerequisite for accessing certain collective renovation subsidies.

Frequently asked questions

Is the PPPT mandatory for my co-ownership?

Yes, the PPPT (draft multi-year works plan) is mandatory for all co-ownerships whose building is more than 15 years old. Since January 2025, all co-ownerships (including those with fewer than 50 lots) are concerned. The only exception: if a recent DTG shows there are no works needed over 10 years.

Does the PPPT require the co-ownership to carry out the works?

No. The PPPT is a study project presented at the general meeting. The meeting then votes to adopt (or not) all or part of the proposed works, which forms the PPT (multi-year works plan). Adopting the PPT is not automatic. However, if works are retained, the manager must put the setting up of a works fund on the agenda.

How long is the PPT valid?

The PPT covers a 10-year period. It must be updated at least every 10 years.

Who can produce a PPPT?

The PPPT must be drawn up by a competent professional: a thermal engineering firm (such as RITMODiag), an architect, or a certified property diagnostician with the required skills.

Do you need a collective EPC before doing the PPPT?
