The « Éco-Prêt à Taux Zéro » (éco-PTZ) scheme is undergoing a change in how it is applied. Indeed, since 1 July 2025, a mandatory energy audit is now required to qualify for this loan, as the projected EPC is no longer accepted.

This new regulation therefore affects individuals wishing to renovate their homes, co-ownerships, but also the banks, brokers and lending institutions that have handled éco-PTZ applications with their clients.

To understand it all, let’s revisit the topic of the éco-Prêt à Taux Zéro and its changes.

But by the way, what exactly is the éco-PTZ?

The éco-Prêt à Taux Zéro is an interest-free loan intended to finance energy renovation works.

Careful, don’t confuse the éco-PTZ and the PTZ (Prêt à Taux Zéro)! Both are indeed financial advances granted by credit institutions, to be repaid interest-free, and they help the borrower carry out renovation works. However, they must be distinguished, as they concern different projects.

Indeed, the PTZ is a property loan granted to finance the purchase of a property and can thus supplement a mortgage and the buyers’ personal deposit.

It nevertheless has certain conditions of application. First of all, it targets people who have not been homeowners for at least two years, i.e. first-time buyers.

Being eligible for a PTZ depends on certain income conditions as well as the geographical location of the dwelling.

Lastly, the PTZ is aimed at all borrowers wishing to carry out renovation works of any kind, not necessarily linked to energy performance.

Conversely, the éco-PTZ is intended for borrowers seeking to carry out energy performance works – owners of individual dwellings and/or co-ownerships – and thus helps them finance the property’s energy renovation.

Here again, the éco-Prêt à Taux Zéro is subject to certain conditions of application, such as:

  • The construction of the property must have been completed at least 2 years ago,
  • All the energy renovation works must be carried out by professionals certified as Reconnu Garant de l’Environnement (RGE),
  • The maximum repayment period is 20 years (it was 15 years before 1 January 2022)

Finally, the works in question must of course aim to save energy. There is a list of eligible works – don’t hesitate to find out more.

So, what has changed since 1 July 2025?

New decrees change the game for the éco-PTZ

The éco-PTZ is evolving over the years and its conditions are becoming more precise.

As we mentioned above, the repayment period first changed in 2022.

A decree of 27 March 2025 requires, since 1 July 2025, that any comprehensive-renovation éco-PTZ application include a regulatory energy audit and prove a measurable and real energy gain (at least 2 classes).

This audit must be carried out by an RGE professional (Reconnu Garant de l’Environnement).

Without this energy audit, the application for the éco-PTZ is automatically inadmissible!

Good to know! Since November 2022, the State has also decided to introduce the « Mon éco PTZ Prime Rénov’ » scheme, which is a merger of two support schemes: the éco-Prêt à Taux Zéro and MaPrimeRénov’.

Bye-bye projected EPC, the energy audit is the new sheriff in town!

Today, the projected EPC no longer has any legal value for obtaining an éco-Prêt à Taux Zéro. It may serve for information purposes but will not allow you to make the loan application, because it is no longer sufficient to prove a dwelling’s energy performance after works.

Thus, the mandatory energy audit becomes the only admissible document for obtaining the éco-PTZ.

In short, without a compliant energy audit, no éco-Prêt à Taux Zéro is possible!

The risks of non-compliance with the new éco-PTZ

What are the risks if you decide not to comply with this new regulation?

  • For banks or brokers: your liability is at stake, because you are granting non-compliant financing; a breach can then result in the financing being void and in penalties,
  • For borrowers: you risk losing your financing, and you may even have to face a demand for early repayment,
  • For professionals, i.e. us: possible disputes loom on the horizon…

What are the impacts for households and co-ownerships?

The changes to the éco-Prêt à Taux Zéro in July 2025 also have a direct impact on individuals and co-ownerships.

For owners of an individual dwelling:

  • Obtaining the éco-PTZ is conditional on an energy gain of at least 2 classes on the EPC after works (thus, a dwelling rated F will have to move to at least class D to be eligible),
  • It will therefore be preferable to favour a more coherent overall renovation rather than one-off works.
  • An energy audit is mandatory to qualify for this loan

For co-ownerships:

  • The requirement is collective in the case of co-ownerships, so the renovation must achieve an energy gain of at least 35%,
  • The works must be planned across the entire co-ownership (insulation, communal heating, etc.). This makes it possible to sustainably improve the buildings’ energy performance.
  • Here again, an energy audit is mandatory to qualify for this loan

The key takeaway: the new éco-PTZ reform thus encourages owners and co-owners to invest in truly high-performing renovations, and to carry out a diagnostic that genuinely provides an overall view of the dwelling’s energy performance: the energy audit!
